During the first configuration, configure the rates for transport costs and possible costs of payment methods according to the rates applicable in your country. 
You can do this by going to Configuration -> Settings -> Taxes.

Add the value of VAT for delivery costs and possible payment costs.

NOTE: The values must be numerical in percentage and each value must be saved by updating. 

After saving the tax rates, you can change the values at any time by overwriting the previously entered values.
